About this opportunity

Oregon Department of Transportation (ODOT) is soliciting competitive quotes through an RFCQ for replacement of HVAC controls at Building A, 455 Airport Road SE in Salem, with responses due November 12, 2026. The site visit to examine existing conditions is mandatory before bidding, and the solicitation carries no set-aside or preference program.

The scope covers all labor, materials, transportation, equipment, permits, and services to install a direct-digital control system using Automated Logic Controls, replacing American Auto-Matrix controllers: GPC1 units for the SF1, SF2, and boiler systems, and SBCVAV controllers for 15 VAVs on SF1 and 21 VAVs on SF2. Section 23 09 23 requires BACnet per ANSI/ASHRAE Standard 135, a web-based operator interface, and BACnet Testing Laboratories certification for all controllers and operator interfaces, which filters the bidder pool. Building B must operate independently of Building A after completion, and the contractor coordinates with the Department of Administrative Services to relocate necessary control points and programs. The contractor must also deliver as-built record drawings in AutoCAD format, operation and maintenance manuals, and training for ODOT personnel.

Work is restricted to 5 PM to 6 AM. The contractor must maintain building climate at 70 degrees plus or minus 2.5 degrees or provide supplemental heating and cooling. BOLI prevailing wage rates apply, and weekly certified payroll from the general contractor and all subcontractors is a prerequisite for progress payment approval.

Substantial completion is due January 30, 2027, and final completion February 5, 2027. Submittals are due within 12 weeks of contract award. The contractor must contact the ODOT Project Manager at least ten business days before work begins, and special inspections must finish before substantial completion. The warranty runs one year on workmanship, with manufacturer warranties on equipment.

Evaluation uses a points-based scoring framework, with a reference file that sets point allocations for comparing qualified proposals.
