About this opportunity
The County of Orange, OC Waste & Recycling, is seeking competitive bids for Odor Eliminator Materials and Services through a fully electronic solicitation (IFB-299-2904924-JDW). The procurement targets a comprehensive contract for maintaining and servicing odor control systems at three county landfill sites: Frank R. Bowerman Landfill in Irvine, Olinda Alpha Landfill in Brea, and Prima Deshecha Landfill in San Juan Capistrano. The scope of work includes maintaining misting systems, chemical delivery infrastructure, power components, and providing odor neutralizing chemicals with both fragrance-free and fragranced options. Potential contractors must be prepared to handle preventative and corrective maintenance tasks, deliver chemical supplies, monitor usage, schedule refills, and ensure continuous system operation. The solicitation requires electronic bid submissions through the county's online bidding system, with all questions and interpretation requests due by October 6, 2025, at 1:00 pm. Bids must be submitted by October 10, 2025, at 4:00 pm, and will remain valid for 365 days after the closing date.
The County offers potential bid preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with a possible 5% deduction in bid price for qualified businesses. Contractors must provide all necessary equipment, tools, and personnel, and comply with safety regulations, including submitting an Injury and Illness Prevention Program. The initial contract term is set for one calendar year, beginning December 18, 2025, with potential renewal options for up to four additional years, subject to mutual agreement and Board of Supervisors approval. Compensation will be based on actual time and material costs, with fixed labor rates established for maintenance, repairs, and training. The contract includes provisions for emergency services, system upgrades, and ongoing training for county personnel. Pricing for odor neutralizing chemicals will be structured on a tiered system based on cumulative quantity ordered, with automatic price adjustments as quantity thresholds are reached. While specific budget ranges are not explicitly detailed, the comprehensive nature of the services suggests a substantial contract value covering maintenance, chemical supply, and technical support.
