Pricing must be quoted on a delivered basis with all transportation and delivery charges fully prepaid by the bidder. No fuel surcharges are permitted.
The contract term runs October 1, 2026 through September 30, 2027, with an option to extend annually for up to four additional one-year periods by mutual written consent prior to expiration. Under New York State General Municipal Law, other political subdivisions within New York State are permitted to make purchases through this contract if mutually agreeable.
The county offers standard payment terms of 2% discount if paid within 10 days or net within 30 days; bidders may propose alternative terms. Prepayment prior to shipment is not allowed unless specifically authorized. Vendor payments will be processed through Westchester County's Electronic Funds Transfer program (Vendor Direct), with enrollment required for all awardees unless a hardship waiver is granted.
