About this opportunity
The Waterford Utility Commission in New London County, Connecticut, is seeking bids for a comprehensive Odor and Corrosion Control Chemicals program to manage hydrogen sulfide odors and corrosion in its wastewater collection and treatment systems. The procurement requires a single vendor to supply chemicals, equipment, labor, and services including an estimated 35,000 gallons yearly of Bioxide AQ (or approved equal) and 1,500 gallons yearly of VX-456 (or approved equal), along with Advanced Dosing Controller feed systems at five pump stations and simpler two-pump/two-timer control systems at two additional stations. The contractor must also provide hydrogen sulfide monitoring systems (VaporLinks) at four initial control point locations with options for expansion, perform all optimization testing, routine monitoring and maintenance, monthly reporting, equipment repairs and replacements, and emergency odor complaint response within two hours. Deliveries must be made within 48 hours of order placement in shipments of 500 to 3,800 gallons using the bidder's own straight trucks with direct employee drivers between 7 a.m. and 3 p.m., Monday through Friday. Pricing shall be submitted as a delivered price per gallon of solution plus monthly flat fees for system installations and monitoring services. A mandatory pre-bid meeting is scheduled for April 11, 2024, at 11:00 a.m. at the Utility Commission offices in Waterford, with site visits to representative pumping stations following the meeting, and bids are due on April 21, 2026.
Bidders must demonstrate significant qualifications including ISO certifications (ISO 9001, ISO 14001, and ISO 45001 for Bioxide AQ manufacturing), valid DOT numbers and current FMCSA safety ratings, submission of Material Safety Data Sheets and product specification sheets, minimum three references with five or more years of experience, a technician reference list with at least two full-time direct employees, and documentation of web-based monitoring and control system capabilities. Additionally, bidders must provide proof of UL or ETL certification as manufacturers of enclosed industrial control panels. The bid specifications document does not identify any set-asides for disadvantaged enterprises, small businesses, or other restricted categories, nor does it reference any incumbent vendors or current contractors that would need to be replaced. The procurement specifies integration with existing pump stations and wastewater infrastructure at five named locations (Bolles Court, Mago Point, Oswegatchie Road, Oil Mill Road, and Ridgewood) plus two additional stations (Graniteville and Seaside), requiring compatibility with the municipality's operational systems. No specific budget range or award value is stated in the available procurement documents.
