About this opportunity

The Ohio Department of Natural Resources (ODNR), specifically the Division of Oil & Gas Resources Management (DOGRM), is seeking bids for a comprehensive Workforce Training program on Bond Log Interpretation. This three-day course, scheduled for March 10-12, 2025, will be delivered both in-person at the New Philadelphia office and via Microsoft Teams, targeting approximately 62 staff members from field enforcement, orphan well inspection, geological, and engineering departments. The training will cover advanced technical content including cement bond log (CBL) interpretation, cementing procedures, radial bond log analysis, ultrasonic log technologies, and practical team exercises focused on log interpretation methods. Key deliverables include in-depth training on identifying wellbore characteristics such as free pipe, micro-annulus, cement channels, and zonal isolation quality, with instructors required to provide PowerPoint presentations and allow course recording for future divisional use. The solicitation emphasizes comprehensive, all-inclusive training costs, with contract award determined by the lowest responsive and responsible bidder, as evaluated by the state of Ohio.

No specific set-aside designations or restrictions on respondent organizations were explicitly mentioned in the procurement documents. The contract opportunity appears open to qualified training providers with expertise in oil and gas resource management, cement bond log interpretation, and technical training delivery. While no incumbent vendors were identified, the procurement requires the selected vendor to have sophisticated knowledge of cement bond logging technologies, interpretation methodologies, and the ability to deliver both in-person and virtual training to a technical audience. The training will be hosted at the DOGRM's New Philadelphia office, with the organization providing facility, wireless network, recording equipment, and online learning coordination. Though a specific budget range was not specified, the solicitation indicates the expectation of a comprehensive, all-inclusive pricing model for the three-day training program covering technical instruction, team exercises, and continued learning follow-ups.
