About this opportunity
The Ohio Department of Natural Resources, specifically the Division of Oil & Gas Resources Management (DOGRM), is seeking bids for the procurement of four new Ludlum Model 3019 Digital Background Survey Meters located in Franklin County. The specific procurement involves acquiring four new survey meters with Part Number 48-4091, featuring Sigma Audio Mode On and mR/hr read out capabilities, with explicit requirements that all items must be new and not used. The contract opportunity was posted on May 12, 2025, with proposals due by May 27, 2025, and will be delivered to the DOGRM headquarters at 2045 Morse Road Building F in Columbus, Ohio. Delivery terms are F.O.B. Destination/Pre-Paid/Allowed, meaning the contractor is responsible for all freight costs and risk of loss until the state accepts the deliverables. The evaluation criteria are straightforward: the contract will be awarded to the lowest responsive and responsible bidder, with all manufacturer standard warranties to be included in the pricing.
While the procurement documents do not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises, the attached Affirmation and Disclosure Form suggests strict requirements regarding service locations and data management, mandating that all services and data must be located within the United States. The state reserves the right to terminate the contract if services are performed or data is stored outside the United States without a specific waiver. The contract appears to be a direct procurement without a specified budget range, focusing instead on the precise technical specifications of the Ludlum survey meters. Potential bidders must carefully review the Standard Terms and Conditions document, which outlines comprehensive guidelines for contractor interactions, including provisions for minority and diverse business enterprise participation, trade compliance, and equal employment opportunity standards. The procurement appears to be a targeted, specific acquisition to support the Division of Oil & Gas Resources Management's technical equipment needs.
