The scope encompasses mobilization, site access development, well cleanup and plugging, equipment decommissioning and removal, material storage and disposal, and site restoration for seven named wells (AFBP 1, MARQUIS DAVID 1, R Joseph, SHEPPARD WILLIS & M 1, WEATHERAL MARY S 3, WETHERAL MARY 1, and WETHERAL MARY 2) across Roundhead, Blanchard, McDonald, and Marion townships in Hardin County. Work must commence within six months of the Letter to Proceed and be completed by June 30, 2027 or within one year of the effective date, whichever is sooner. Contractors must self-perform more than 50 percent of the work or disclose subcontractors and their work percentages. All work must comply with Ohio Department of Transportation Construction and Material Specifications, Ohio Revised Code 1509, and Ohio Administrative Code 1501:9-11 and 1501:9-12, and federal Buy America provisions if Infrastructure, Investment and Jobs Act funds are utilized.
The contract will be awarded to the lowest responsive and responsible bidder. Bids must include mathematically and materially balanced offers with unit prices and lump sum items as specified on the Offer Sheet. The Division will retain five percent of the total contract amount for final restoration, to be released upon completion of vegetation establishment and final stabilization. Contractor performance on other Division projects and schedule adherence will be evaluated; failure to meet completion deadlines may result in contract suspension or termination.
