About this opportunity
The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management, is seeking a qualified contractor to plug and restore an orphan well known as the Lilly #3 Well located in Homer Township, Medina County. This procurement opportunity requires the selected vendor to be active on a CSP900922 contract and participate in a mandatory pre-bid meeting scheduled for Thursday, September 18, 2025, at 9:00 AM at the well site with GPS coordinates 40.996514, -82.112025. The project scope encompasses comprehensive well decommissioning activities, including mobilization, site access, well site development, drilling/cleaning out the well, plugging, storage and disposal of generated materials, removal of all casing, tubing, production equipment, and complete restoration of disturbed areas. Bidders must submit proposals through OhioBuys by 12:00 PM on Thursday, October 2, 2025. The contract will be awarded to the lowest responsive and responsible bidder who meets all specified requirements and maintains good standing with Division and Agency Projects.
The procurement is restricted to vendors currently active on the CSP900922 contract (DAS Index No. MAC110), which effectively limits participation to pre-qualified contractors. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documentation. The project is funded through state funds and potentially the Infrastructure, Investment and Jobs Act, which introduces additional requirements such as domestic steel usage and Buy American provisions for federally funded components. While a specific budget range was not disclosed, the project includes various line items with estimated quantities for materials and operations, such as stone placement, culvert installation, road and timber mats, well control fluid, and cement. Contingency line items are also included to address potential specialized operational needs. The contract has a completion timeline of six months after the effective date or by June 30, 2027, whichever occurs first, with potential for renewal if not completed by the termination date.
