About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management, is soliciting bids for a comprehensive orphan well plugging project in Cuyahoga County, specifically targeting the Jason Gotsch #1 well located in Rockport Township. The procurement involves a full-scale well plugging operation that includes mobilization, site development, well cleaning and plugging, equipment removal, and site restoration. Contractors must be active on a CSP900922 contract and attend a mandatory pre-bid meeting scheduled for Thursday, August 7, 2025, at 1:00 PM at the Gotch #1 well site with GPS coordinates 41.444144, -81.810944. The solicitation requires online submission through OhioBuys by 12:00 PM on Thursday, August 21, 2025, with project completion expected within six months of the contract effective date or by June 30, 2027. Evaluation and contract award will be determined by selecting the lowest responsive and responsible bidder who is in good standing with all Division and Agency Projects.

The contract has specific restrictions requiring bidders to be pre-qualified on the existing state contract (CSP900922), effectively limiting potential respondents to those already approved vendors. While no specific disadvantaged enterprise designations were mentioned, the project includes fixed cost allocations such as $2,000 for tree and shrub replacement and $15,000 for building repair. The project scope allows for contingency items to address potential complications during well plugging, including alternative well control fluid, downhole videography, fishing, and milling/drillout services. Contractors must comply with comprehensive safety protocols, environmental regulations, and technical requirements for well plugging and site restoration. Though a specific total project budget was not explicitly stated, the detailed quantity sheet and multiple cost line items suggest a substantial investment in remediating this orphan well site in Cuyahoga County.
