About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management, is soliciting bids for a comprehensive orphan well plugging project in Medina County, specifically targeting three wells located in York and Homer Townships. The project requires a specialized contractor to perform complete well site remediation, including mobilization, access development, well plugging, equipment removal, and site restoration for the J. A. Parker #1, P. J. Wilber #2, and C & E Cowen #1 wells. Eligible bidders must be active on the CSP900922 State Contract (DAS Index No. MAC110) and participate in a mandatory pre-bid meeting scheduled for Tuesday, January 13, 2026, at 9:00 AM at the Medina 17 Hopkins #1 well location. Proposal submissions are due by 12:00 PM on Thursday, January 29, 2026, through the OhioBuys online platform. The evaluation criteria focus on identifying the lowest responsive and responsible bidder, with contractors required to provide comprehensive lump sum and unit price offers covering all aspects of well plugging, including labor, equipment, materials, overhead, and contingency services.

Participation is strictly limited to pre-qualified contractors on the existing state contract, with no specific set-aside designations for disadvantaged enterprises mentioned. The project requires full compliance with Ohio Revised Code 1509, Ohio Administrative Code Chapters 1501:9-11 and 1501:9-12, OSHA safety standards, and ODOT specifications. While a specific budget is not explicitly stated, the contract includes fixed-price items for crop damage ($778 per acre for corn, $548 per acre for soybeans) and tree replacement at $1 per tree. The ODNR will retain five percent of the total offer amount as retainage until final vegetation stabilization is achieved. The project must commence within four months of the Letter to Proceed and be completed within one year or by June 30, 2027, whichever is sooner. All work is guaranteed for one year following final restoration inspection, and invoicing will be processed through the Orphan Well Project Management Contractor Portal.
