About this opportunity

The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management is soliciting bids for a comprehensive orphan well plugging and restoration project in Medina County, specifically targeting three wells located in Spencer, Chatham, and Harrisville Townships. The procurement involves mobilization, well site development, drilling or cleaning out, and complete plugging of three orphan wells: Pomeroy Paul #1, Lance Nelson #1, and Meyers #1. Key deliverables include removal and disposal of all casing, tubing, well and production equipment, temporary and permanent site restoration, and implementation of erosion control measures. To be eligible, contractors must be active on the CSP900922 contract (DAS Index No. MAC110) and attend a mandatory pre-bid meeting scheduled for January 13, 2026, at 9:00 AM at the Medina 17 Hopkins #1 well location. Bid submissions are due by 12:00 PM on January 29, 2026, through the OhioBuys online portal, with evaluation criteria focused on identifying the lowest responsive and responsible bidder. The project must be completed within one year of the Letter to Proceed or by June 30, 2027, whichever occurs sooner, with work commencing within four months of the contract effective date.

Participation is strictly limited to pre-qualified contractors on the existing State Contract CSP900-922, with no specific set-aside designations for disadvantaged enterprises mentioned. The contract includes fixed-price provisions for crop damage payments ($767.00 per acre for corn, $540.00 per acre for soybeans) and salvage material reimbursement, with contingency specifications for potential unforeseen conditions such as mud engineering services, H2S safety teams, and specialized remediation work. Payment will be processed on a progress basis, contingent upon Division approval and inspection, with a five percent retainage held until final vegetation stabilization. While specific budget ranges are not explicitly stated, the comprehensive scope of work involving three wells, extensive equipment removal, and site restoration suggests a significant project investment. The state will not accept additional terms beyond those in the MAC110 contract, and all offers must be mathematically and materially balanced to avoid potential rejection. Contractors must also demonstrate good standing on all previous Division and Agency projects to be considered for award.
