About this opportunity
The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management is soliciting bids for a federally funded orphan well plugging project in Wayne County, Ohio. The procurement involves plugging and decommissioning three specific orphan wells: Ross McFadden #1, Robert Gayer et ux #1, and Irvin D. Beale #1. Contractors must be active on a CSP900922 contract and attend a mandatory pre-bid meeting on Tuesday, October 14, 2025, at 10:00 AM at the McFadden Ross #1 site with GPS coordinates 40.930822, -81.884650. The project scope requires comprehensive well site development, including mobilization, well plugging, cleaning, equipment removal, material storage and disposal, and complete site restoration. Evaluation criteria will focus on identifying the lowest responsive and responsible bidder, with contractors required to be in good standing with all Division and Agency Projects. Proposals are due by 12:00 PM on October 30, 2025, through the OhioBuys online platform, with project completion expected by June 30, 2027.
The contract has specific restrictions, requiring bidders to be pre-qualified and actively registered on the CSP900922 contract (DAS Index No. MAC110). As a federally funded project, contractors and subcontractors must comply with additional requirements, including Davis-Bacon wage rates, Buy American provisions, and specific labor standards. Contractors will need to navigate complex regulatory requirements, including provisions for handling technologically enhanced naturally occurring radioactive material (TENORM), environmental controls, and utility protection coordination. The project budget appears to include approximately $1,834.65 in fixed costs, with potential for additional contingency funding. Successful bidders must provide detailed documentation, including payroll reports and radiological assessments, and comply with Ohio Administrative Code and federal regulations. Workers will be subject to specific safety requirements, including H2S monitoring, and must adhere to predetermined wage rates. While no specific set-aside designations were mentioned, the stringent qualification requirements suggest a competitive and specialized procurement process.
