About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management, is soliciting bids for the Columbiana County #7 Orphan Well Plugging Project, which involves the comprehensive plugging and decommissioning of five orphan wells located in Knox Township. The project requires a pre-qualified contractor active on a CSP900922 contract to perform extensive site work, including mobilization, site access development, well preparation, plugging, equipment removal, material disposal, and full site restoration. Contractors must attend a mandatory pre-bid meeting on Wednesday, May 7th, 2025, at 1 PM at the Pieren F. #2 well site, with specific GPS coordinates provided. The solicitation requires online proposal submission through OhioBuys by 12:00 pm on May 22, 2025, with project completion expected within one year of the contract's effective date or by June 30, 2025. Evaluation criteria will focus on determining the lowest responsive and responsible bidder who meets all contract requirements and maintains good standing on previous Division and Agency Projects.

The procurement opportunity appears to have specific restrictions, requiring contractors to be active on a CSP900922 contract (DAS Index No. MAC110) and demonstrate compliance with state procurement guidelines. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the documents, the standard terms and conditions typically include provisions for minority and diverse business participation. The project will be funded through state funds, with unit pricing established for various line items including mobilization, site safety, well preparation, plugging, site restoration, and contingency work. Contractors must provide their own equipment, maintain comprehensive insurance, and adhere to strict environmental and safety protocols. Though a specific budget range is not detailed, the project involves plugging five wells with associated site restoration, suggesting a substantial investment in environmental remediation. The contract will be awarded based on a comprehensive evaluation of technical capability, compliance with specifications, and cost-effectiveness.
