About this opportunity

The New York State Office of Children and Family Services (OCFS) is seeking sealed price quotations for the Phase IV Fuel Operations Enhancement project at Region A Sites, which includes three youth residential centers located in Lansing, Industry, and Brooktondale, NY. The procurement focuses on replacing the existing OMNTEC tank monitoring and leak detection system across these facilities. Specific deliverables include removing the current tank monitoring system, legally disposing of existing equipment, patching fuel tank walls, and installing a new OMNTEC Proteus K4 fuel-tank monitoring system with associated components such as an RS422 Booster Kit, FuelMaster tank monitor interface kit, eight-hour UPS power backup, and all necessary OMNTEC wiring. The project requires vendors to field verify routing and distances of existing conduits and assess the adequacy of current infrastructure. The solicitation was posted on June 26, 2018, with a proposal due date of July 25, 2018, at 2:00 PM, and a contracted project timeline of 60 calendar days.

While there are no specific service-disabled veteran set-asides for this contract, the procurement includes meaningful subcontracting goals for minority-owned and women-owned businesses, with both categories having a 15% target. The project encompasses work across multiple New York counties, including Monroe and Sullivan Counties, and involves upgrading fuel management infrastructure at three OCFS residential centers. The solicitation covers comprehensive system replacement, including removing existing monitoring equipment, installing new monitoring technology, and ensuring proper integration with current fuel dispensing systems. Vendors will need to demonstrate technical capabilities in fuel tank monitoring systems, electrical installations, and compliance with state procurement regulations. While a specific contract value is not explicitly stated, the scope suggests a significant infrastructure upgrade project with precise technical requirements and environmental considerations.
