The procurement seeks a qualified contractor to provide comprehensive in-person occupational therapy assessment and therapeutic services, including direct, indirect, and consultation services for special education students aged 3-22 years. Required qualifications include occupational therapists with a minimum of three years of experience working with children with physical, developmental, and learning disabilities, and specific professional licensing credentials. Fluency in American Sign Language (ASL) and knowledge of Deaf Culture are preferred. The contract will run from October 1, 2025, to September 30, 2026, with two potential one-year renewal options extending through September 30, 2028. Bids are due on July 29, 2025, at 2:00 pm PDT, with a public bid opening scheduled for July 31, 2025, at 9:00 am PDT. The estimated service levels include 1,000 hours of occupational therapy services and 1,000 hours of ASL interpreting services.
The solicitation includes provisions for small business and Disabled Veteran Business Enterprise (DVBE) preferences, with potential incentives for meeting specific participation goals. Bidders must submit comprehensive documentation, including insurance certificates, licensing credentials, and various state-required certifications. While specific budget ranges are not explicitly detailed, the contract appears to be structured to accommodate specialized therapeutic services for a specialized educational population. The procurement emphasizes diversity and inclusion through its DVBE and small business preferences, potentially creating opportunities for smaller or disadvantaged business enterprises to compete. Bidders will need to demonstrate not only professional qualifications but also an understanding of the unique educational environment of the California School for the Deaf, with a particular emphasis on communication accessibility and specialized therapeutic approaches for deaf and hard-of-hearing students.
