About this opportunity

The California Department of Education (CDE) is seeking occupational therapy services for the California School for the Blind (CSB) through Invitation for Bid (IFB) BF250159, located in Fremont, Alameda County. The procurement involves in-person occupational therapy assessment, consultation, and direct therapy services for students, with a primary contract period from August 1, 2025 to July 31, 2026, and two optional one-year renewal periods potentially extending through July 31, 2028. Qualified occupational therapists must possess at least one year of experience in educational settings, a valid California Board of Occupational Therapy license, and a bachelor's or master's degree in Occupational Therapy. The bid is due on June 5, 2025, with a public bid opening scheduled for June 10, 2025. Evaluation criteria will focus on pricing, specifically the lowest average Grand Total across three bid forms, with an estimated contract volume of 1,230 hours. The contract's commencement is contingent upon Department of General Services (DGS) approval, and the CDE reserves the right to adjust service hours as needed.

The solicitation includes a small business preference of 5% and is exempt from Disabled Veteran Business Enterprise (DVBE) participation requirements. Bidders must submit comprehensive documentation, including insurance certificates, worker's compensation certification, and various state-required certifications. The contract encompasses strict confidentiality requirements and data management protocols, with all materials and data developed under the contract becoming the property of the CDE. While no incumbent vendors are specifically mentioned, the procurement emphasizes detailed professional qualifications and comprehensive service delivery. The estimated contract volume suggests a potential annual value around $180,000-$220,000, depending on the specific hourly rates proposed by bidders. Successful contractors will be required to provide comprehensive occupational therapy services tailored to the unique needs of students at the California School for the Blind, with a focus on professional, individualized therapeutic interventions.
