A mandatory pre-bid conference is scheduled for August 26, 2026, at 2:00 p.m. via Microsoft Teams. LBE preference discounts apply: small and micro-LBEs receive 10 percent, and SBA LBEs receive 0 to 5 percent depending on contract value tier; LBE subcontracting participation requirement has been waived.

The scope covers zero waste diversion station operations at Dolores Park, including waste sorting, visitor education on Leave No Trace principles, and waste management. The contractor must establish and staff one to three waste diversion stations at designated park locations, maintain waste sorting in accordance with Recology protocols, manage litter removal at restroom areas, collect daily waste diversion data, and submit weekly and seasonal reports. Services are required annually from approximately mid-April through mid-September, operating Saturdays, Sundays, and holidays from 12:00 p.m. to 7:00 p.m., weather permitting. All staff must be at least 21 years old and complete San Francisco Environment Department Zero Waste training certification. The contractor bears all staffing, equipment, and operational costs.

The estimated contract value is $600,000 over an initial three-year term, with the City's option to extend for two additional years for a total potential term of five years. Compensation is on a time-and-materials basis using hourly rates submitted on the bid sheet for one Supervisor and three Worker positions, each estimated at 938 annual hours. Pricing must be firm for the first year and subject to annual CPI adjustments thereafter with 60 days' advance notice, limited to one adjustment per 12-month period.

Bid evaluation will be lowest responsive bid after LBE discount application. Bidders must submit a completed questionnaire, three references, the bid sheet, proof of zero waste training certification, and a written response demonstrating three recent assignments with approximately 5,000 or more attendees within the last five years. Questions are due September 2, 2026, at 5:00 p.m. Notice of Intent to Award is anticipated by September 21, 2026.

The contractor must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence (including Abuse and Molestation coverage), Commercial Automobile Liability Insurance of at least $1,000,000, and Workers' Compensation Insurance in statutory amounts. Compliance is required with San Francisco's Health Care Accountability Ordinance, Minimum Compensation Ordinance, First Source Hiring Program, and nondiscrimination and equal benefits provisions.
