About this opportunity

The City of Seattle is seeking proposals for environmental monitoring and consulting services under an on-call contract, with proposals due October 21, 2026 at 1:00 pm and questions due October 9, 2026 at 5:00 pm. The City requires submission of a women and minority-owned business enterprise (WMBE) inclusion plan as a mandatory component of the proposal; failure to submit a completed plan results in rejection as non-responsive.

The scope encompasses six service areas: review of site characterization and design documents; development of quality planning and data quality objectives documents; collection and analysis of biological, physical, and chemical environmental samples and field data; performance evaluation of drainage systems and stormwater best management practices; pipeline inspection; and asset management support for urban ecosystem and built infrastructure projects. Work will be issued through individual task assignments under the on-call contract, with performance schedules and delivery dates defined per assignment. No minimum qualifications are required to submit a proposal.

The estimated contract value is $2,000,000 over a five-year term. The contract does not guarantee any minimum quantity of work, and the City has not specified a minimum price or cost structure for individual work assignments. Hourly billing rates for the prime consultant and subconsultants are specified in contract exhibits, with cost escalation applied annually on January 1. Reimbursable expenses are limited to reasonable and necessary costs at actual expense with no markup, subject to GSA meal and lodging rates and IRS mileage rates.

Evaluation criteria include consultant qualifications and experience, commitment to WMBE programs, best value to Seattle Public Utilities ratepayers, adherence to industry best practices and data quality standards set by the Washington State Department of Ecology and other regulatory agencies, and ability to inform program development and adaptive management. The pre-submittal conference is scheduled October 6, 2026 at 2:00 pm via Microsoft Teams. Interviews are estimated for the week of November 16, 2026, with announcement of the successful proposer expected the week of November 30, 2026. The consultant must maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, and all contract terms regarding Equal Benefits, audit rights, WMBE and equal employment opportunity compliance, confidentiality, debarment, and mutual indemnification are non-negotiable.
