About this opportunity

The City of Scranton's Office of Business Administration is seeking sealed bids for the Oakmont Park Gazebo project, a municipal infrastructure improvement initiative located in Lackawanna County, Pennsylvania. The procurement involves supplying and potentially installing a 24-foot vinyl gazebo with either an octagonal or dodecagonal design for the park renovation. Bidders must submit comprehensive proposals through the city's e-Procurement Portal by 10:00 am on October 12, 2023, with all bid documents including a certificate of insurance, affirmative action documentation, non-segregated facilities certificates, non-collusion affidavits, and contractor disclosures. Key evaluation criteria include compliance with requirements, vendor experience, personnel qualifications, and overall responsiveness to project needs. Interested parties must register on the e-Procurement Portal and are required to have a minimum of two years of business experience under their current business name. All technical questions and clarification requests must be submitted via the portal's Q&A function by 4:00 pm on October 5, 2023, with the bid opening to be publicly broadcast on YouTube.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, and the project is open to individual contractors and firms capable of meeting the specified requirements. The project is funded through the American Rescue Plan Act (ARPA) and includes specific bonding requirements for construction projects exceeding $22,500, including a 5% Bid Bond, a Performance Bond for 100% of the contract price, and a Payment Bond for 100% of the contract price. Contractors must adhere to prevailing wage rates as detailed in the accompanying wage rates document, which provides comprehensive compensation guidelines for various construction trades. While no incumbent vendors are explicitly mentioned, the project will be managed by consultant teams McLane Associates and Colwell-Naegele Associates, who will coordinate final project details. Bidders are expected to provide a rendering or photograph of the proposed gazebo and must be prepared to potentially construct the structure on-site, with installation subject to specific anchoring requirements on a 4-inch concrete slab.
