About this opportunity

The City of Rochester Hills is requesting proposals for demolition and replacement of carports at the Oakland County Sheriff Substation, 750 Barclay Circle, Rochester Hills, Michigan, under RFP-RH-26-046, with sealed electronic proposals due November 12, 2026 at 3:00 p.m. Eastern Time via the Michigan Intergovernmental Trade Network (MITN). A mandatory pre-proposal meeting is scheduled for October 28, 2026 at 10:00 a.m. at the substation site.

The scope includes demolition of 200 linear feet of existing carport structures and foundations, site preparation, excavation, subgrade stone base installation, and pouring a new concrete pad (approximately 270 feet long by 21 feet wide). The new structure is a 270-linear-foot pre-engineered metal carport system with a fully enclosed 2-bay section on the north end, equipped with one 16-foot motorized overhead garage door, one exterior personnel entry door, matching exterior siding, and integrated electrical and LED lighting. The structure must accommodate full-size patrol vehicles (Chevrolet Tahoe, Suburban) with a minimum clear clearance height of 8 feet. All work must comply with the 2020 MDOT Standard Specifications for Construction and 2021 Michigan Building Code, with plans signed and sealed by a Michigan-licensed Structural Engineer.

Proposers must submit itemized pricing for four base categories (demolition and site preparation; subgrade preparation and concrete base; pre-engineered structure and north enclosure; electrical and LED lighting), alternate pricing for an 84-inch hatch clearance design upgrade and concrete-filled safety bollards, and hourly labor rates for city-approved change orders. The City waives building permit fees; contractors assume all other costs including permits, disposal, erosion control, insurance, bonds, and testing. Comprehensive insurance coverage includes Commercial General Liability, Motor Vehicle Liability, and Umbrella Liability of $1,000,000 each, plus Workers' Compensation, with the City as additional insured. Evaluation criteria are technical approach and design compliance (30%), cost and value (30%), experience and qualifications (25%), and comparable projects and capacity (15%). Proposal prices must remain firm for 90 days from the due date. Questions are due October 30, 2026 at 11:30 a.m.
