About this opportunity
The state of Wisconsin, specifically the Black River State Forest located in Jackson County, is seeking a contractor for oak site preparation services across two distinct project areas totaling approximately 110 acres. The procurement involves comprehensive forest management services, with two primary objectives: Part 1 focuses on basal herbicide application to all deciduous non-oak stems between 3' and 5" DBH, and cutting/felling conifers under 5" DBH, while Part 2 requires cutting/felling conifers, red maple, aspen, and witch hazel under 5" DBH. Key project requirements include maintaining stump heights no higher than 6", ensuring no hung-up cut stems, and promptly releasing any young oaks bent over by cut stems. The successful contractor must treat at least 95% of targeted species within the designated areas. Prospective bidders are strongly encouraged to examine the site before submitting a bid and can contact Ian Remus at IAN.REMUS@wisconsin.gov or 715-928-2462 for site access and questions. The solicitation was posted on January 3, 2025, with bid submissions due by January 24, 2025, and all work to be completed by December 31, 2025.
While no specific set-aside designations or restrictions on bidder types were explicitly mentioned in the procurement documents, interested contractors should possess significant forestry management expertise and equipment capable of precise selective cutting and herbicide application. The contract appears to be structured for professional forestry service providers with specialized knowledge of oak forest management and ecological restoration techniques. No incumbent vendor information was provided, and no specific budget range or estimated contract value was disclosed in the documentation. The procurement is directly managed by the Wisconsin Department of Natural Resources, with Ian Remus serving as the primary contact point for potential bidders seeking additional information about the project specifications. Contractors should be prepared to demonstrate technical capabilities in selective forestry practices, herbicide application, and precise stem management within sensitive ecological environments.
