About this opportunity

The Bryan County Board of Commissioners is seeking sealed proposals for the Oak Level Road Generator System and Electrical Improvements project, a critical infrastructure enhancement for the county's well pump system. The procurement involves constructing a new fixed emergency generator system and associated electrical improvements along Oak Level Road in Bryan County, Georgia. Specifically, the project requires installing a new concrete pad, automatic transfer switch, and integrating SCADA systems to support the well pump's emergency power capabilities. Bidders must obtain project specifications from Thomas & Hutton Engineering Co. for a non-refundable $200 fee and possess a Utility Contractor License. Key procurement dates include a non-mandatory pre-bid meeting on December 30, 2024, at 10:00 AM, with the final deadline for written questions set for December 31, 2024, at 5:00 PM. Sealed proposals are due by January 9, 2025, at 3:00 PM and will be publicly opened at the Bryan County Administration Building in Richmond Hill, Georgia.

The project is federally and state funded through the Georgia Emergency Management and Homeland Security Agency's Hazard Mitigation Grant Program (HMGP 4400-0066), which mandates compliance with the Build America, Buy America Act. This requirement ensures that all iron, steel, and manufactured products used in the project must be American-made. Bidders are required to submit a 5% bid bond or certified cashier's check with their proposal, and the successful contractor will need to provide performance and payment bonds covering 100% of the contract price. While no specific set-aside designations for disadvantaged enterprises are mentioned, the project's federal funding suggests potential opportunities for diverse business participation. Although a specific budget range is not disclosed, the comprehensive infrastructure improvements and generator system installation indicate a significant capital investment. The project's scope suggests it is designed to enhance emergency preparedness and resilience for the Oak Level Road well pump infrastructure.
