About this opportunity

The Colorado Department of Military and Veterans Affairs is requesting sealed bids for design/bid/build renovation of the J9 Suite at Joint Force Headquarters in Centennial under IFB1 2026-0202, with bids due July 23, 2026 at 10:00 a.m. Mountain Daylight Time. A mandatory pre-bid conference and site tour was held July 1, 2026 at 9:00 a.m.; attendance and sign-in were required. Colorado labor must perform at least 80 percent of the work under C.R.S. 8-17-101.

Bidders must meet minimum qualifications: no prior termination by the State for non-performance on State Buildings contracts, operation under the same business name for at least two years, and demonstrated contracting experience on at least two similar projects each exceeding $50,000 in hard costs. A one-page maximum cover memo addressing experience minimum requirements is required as part of the bid package.

The scope covers selective demolition, interior layout alterations, and finish upgrades to a 3,900 square-foot office suite on the first floor of the 2-Story Building at 6848 S. Revere Parkway. Work includes new wall partitions (metal studs with fire-rated plywood backing and gypsum board faces per Addendum 1 specifications), relocation of the entrance door, construction of a new 250 square-foot breakroom, electrical outlets and power supply for new cubicles, and mechanical work for adequate airflow to the breakroom. Installation must comply with the 2024 International Building Code, 2024 International Existing Building Code, ADA Standards, and DoD Unified Facilities Criteria. Work is restricted to Tuesday through Friday, 6:30 a.m. to 5:00 p.m. Three bid alternates cover carpet tile and rubber base removal/installation in the open office, the same in enclosed offices and conference room, and interior wall painting in the open office. The State will provide and deliver carpet tile, wall base products, furniture, and equipment; the contractor must prepare substrates per ASTM F710 and manufacturer specifications.

The estimated project cost is $78,000. Contract approval is anticipated August 2026, with construction start and completion both in August–September 2026. A bid bond equal to not less than 5 percent of the total bid is required per C.R.S. 24-105-201. Bid prices must remain firm for 90 days. Questions were due July 14, 2026 at 10:00 a.m. Addendum 1 (issued July 1) and Addendum 2 (issued July 17) have been posted; no contractor questions were received. Bids are submitted electronically via Box.com with public bid opening at 10:05 a.m. the same day. All submittals become State property and will not be returned. The State reserves the right to reject any or all proposals.
