About this opportunity
The Colorado Department of Military and Veterans Affairs is requesting sealed bids for design/build construction services at Buckley Space Force Base Building 1000 Motor Pool, with bids due September 3, 2026 at 10:00 AM and public bid opening at 10:05 AM the same day. Colorado labor must perform at least 80% of the work per C.R.S. 8-17-101, and preference is given to Colorado resident bidders and Colorado labor.
The scope encompasses selective demolition, subgrade remediation, and installation of a heavy-duty pavement system for the Building 1000 Motor Pool. Work includes demolition and clean-cut saw cutting of designated asphalt and concrete sections, excavation to design subgrade elevations with minimum 95% Modified Proctor compaction density, importation and placement of CDOT Class 5 or 6 aggregate subbase, and final paving under a base bid of doweled 6-inch concrete slab with concrete trickle pans or a deductive alternate of 3-inch hot-mix asphalt wear course over 3-inch binder course. Additional deliverables include pavement striping, 12 months of vegetation establishment per Installation Facility Standards specifications, and finalized as-built records. The project is subject to Buy Clean Colorado (BCCO) Act requirements, mandating Environmental Product Declarations for eligible materials including asphalt, concrete, and structural steel, with maximum acceptable global warming potential limits.
The estimated project cost is $1.5 million. Minimum qualifications include no prior State termination for non-performance on State Buildings contracts, operation under the same business name for at least two years, demonstrated contracting experience on at least two projects each exceeding $1 million of similar scope and complexity with expertise present in a Colorado office, and demonstrated bonding capability up to $1.5 million. Payment and performance bonds of at least 50% of contract value and a bid bond or proposal guaranty of at least 5% of total bid are required. Mandatory pre-bid conference and site tour is August 20, 2026 at 10:00 AM at Building 1000 Readiness Center; bidders without prior base access must arrive at the Visitor's Center at 1553 S. Vail Street, Aurora by 9:00 AM with REAL-ID compliant driver's license, registration, and insurance. Requests for clarifications are due August 25, 2026 by 1:00 PM. Anticipated award is September 2026 with construction start October 2026 and completion by December 2026. Addendum 1 (Contractor Q&A) has been posted.
