About this opportunity
The NY-Sun Commercial & Industrial Incentive Program is a state-level solar photovoltaic (PV) procurement initiative administered by NYSERDA, targeting commercial and industrial solar system installations across New York State. The program offers cash incentives for qualified customers installing PV systems through participating contractors, with specific focus on nonresidential solar projects across various size categories (up to 200 kWdc, greater than 200 kWdc through 1 MWdc, and up to 7.5 MWdc). Key deliverables include solar PV system installations, with particular emphasis on projects serving low-to-moderate income communities, affordable housing, and disadvantaged areas. Participating contractors must sign a Participation Agreement with NYSERDA and adhere to program terms, including new requirements such as prevailing wage standards for projects greater than or equal to 1 MWac that submit initial utility interconnection applications after April 14, 2022. Evaluation criteria include contractor qualifications, project scale, location, and alignment with community solar objectives. The program is currently open and will remain active until the final submission deadline of December 31, 2030, at 3:00 PM.
The procurement includes specific set-aside and sub-contracting goals, with a 3% minority-owned and 3% women-owned sub-contracting requirement. No service-disabled veteran-owned business set-aside is currently specified. The program offers additional incentives for low-to-moderate income households and has specific provisions for community distributed generation (CDG) and remote crediting (RC) solar projects. Incentive structures vary, with adjustments for multifamily affordable housing projects, including rates up to $1.60 per Watt DC for non-CDG projects and $2.00 per Watt DC for CDG projects within the Con Edison service area. While specific total program budget is not disclosed, the incentives are structured in a block allocation system, with current indications that commercial and industrial MW blocks are fully allocated. Contractors can still apply for specific adders such as Landfill/Brownfield Incentive, remaining Community Adder capacity, and Inclusive Community Solar Adder, suggesting ongoing funding availability through the December 2030 program end date.
