About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking a qualified contractor to construct a new striper building in the Northwest District of Chillicothe, Missouri. The project involves building a 103' wide x 60' deep x 16'4" high structure with specific construction requirements, including 2 x 6 exterior perimeter wood stud walls on concrete foundation and footings, a 6" concrete floor slab, wood scissor trusses, 26 gauge exterior metal wall and roof panels, 29 gauge metal ceiling and interior liner panels, insulation, plumbing, a lift station, mechanical, and electrical systems. The solicitation is an Invitation for Bid (IFB) with bid submissions due on May 11, 2022, at 2:00 PM CDT. A mandatory pre-bid meeting is scheduled for April 27, 2022, at 10:30 AM at the project site located at 1301 Mitchell Ave, Chillicothe. Written questions from potential bidders are due by May 3, 2022. The contract will be awarded to the lowest responsive and responsible bidder, with a project completion date set for May 10, 2023, which includes 15 days for submittals.

MoDOT actively encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation. Service-Disabled Veteran (SDV) businesses may also be eligible for preference. The contract requires a 5% bid bond and will mandate a 100% performance and payment bond upon award. Liquidated damages of $1,000 per day will be assessed for late completion. The project is subject to prevailing wage requirements under Annual Wage Order #28 for Livingston County and will require the contractor to maintain specific insurance coverages, including commercial general liability ($3.5M), automobile liability ($3.5M), and workers' compensation. While no specific budget range is explicitly stated, the comprehensive nature of the project suggests a significant investment in infrastructure. Alternative construction methods like pre-engineered metal buildings or tilt-up concrete may be considered but will only be approved after the contract is awarded. MoDOT will conduct hold point inspections at key construction phases, with the contractor responsible for quality management oversight.
