About this opportunity
The City of Pasadena is seeking a Nurse Educator and Continuous Quality Improvement (CQI) Program Coordinator for its Emergency Medical Services (EMS) Division through a competitive Request for Proposals (RFP). The selected contractor will provide Paramedic Continuing Education and manage the CQI Program, focusing primarily on Advanced Life Support (ALS) level training and performance improvement. Key responsibilities include developing educational programs, conducting field response observations, participating in EMS Skills training, and tracking patient care metrics. Proposers must be a Certified Mobile Intensive Care Nurse within Los Angeles County, hold a Bachelor of Science in Nursing, and possess certifications in Advanced Cardiac Life Support (ACLS) and Pediatric Advanced Life Support (PALS). The evaluation criteria are comprehensive, with 30% weight each for Proposed Solution, Experience and References, and Cost Proposal, and 5% each for Local Pasadena Business and Small or Micro-Business preferences. The proposal submission deadline is July 13, 2023, with a proposed contract term of five years from the date of execution.
The solicitation appears to have opportunities for local and small businesses, with specific preference points allocated for Pasadena-based and small/micro-business proposers. No incumbent vendor is explicitly mentioned in the documentation. The Pasadena Fire Department operates eight fire stations with approximately 170 Paramedics and Emergency Medical Technicians, responding to around 20,000 calls annually, 80% of which are medical calls. The contract is limited to a maximum of 80 service hours per month, and proposers must complete various administrative forms including a Conflict of Interest Disclosure, Unique Entity Identifier (UEI) form, and Taxpayer Protection Amendment Disclosure. While a specific budget range is not detailed, the comprehensive documentation suggests a structured procurement process with multiple administrative and technical requirements. Proposers will need to demonstrate substantial expertise in healthcare education, quality improvement methodologies, and emergency medical services management to be competitive.
