About this opportunity
The City of Oakland Public Works Department, Bureau of Design & Construction is requesting bids on sanitary sewer rehabilitation in Sub-Basin 84-004 Phase 1 under NTB Project No. 1007527, with bids due July 23, 2026.
The scope covers rehabilitation of approximately 16,485 linear feet of 8-inch diameter sewer pipes using pipe-expanding, open-trench, or CIPP (Cured-In-Place Pipe) methods; rehabilitation of sewer structures; reconnection and rehabilitation of house sewer connections; and other related work as indicated on the plans and specifications. Work is performed within Oakland's specified project area, which includes portions of 185th Street, 82nd Avenue, 74th Avenue, Holly Street, and Bancroft Avenue.
The project includes infrastructure coordination with existing PG&E gas and electric facilities. Contractors must call Underground Service Alert at 811 at least 48 hours before any excavation, maintain a standby PG&E employee during work within 10 feet of a gas transmission line, and verify utility locations by hand-tool potholing before work begins. Any modifications to PG&E facilities require application through PG&E's customer-connections process. Reference sewer sheets SS078, SS090, and SS091 document existing infrastructure; the City disclaims merchantability or fitness of the mapping data and advises bidders to validate scope assumptions with the Oakland office prior to bid submission.
Hydro-modified asphalt specifications are detailed in Appendix C.2. Government-furnished reference documents include HMA specifications, PG&E utility maps, and sewer infrastructure sheets.
