About this opportunity

Yamhill County is seeking a contractor for the NPL Frontage Repairs 2025 project, a public works procurement involving comprehensive building entrance and accessibility improvements. The project is divided into two distinct phases: Phase 1 involves removing failing brick and replacing it with concrete, including preserving and reinstalling bike racks and reconstructing the building entrance while maintaining existing ADA-compliant gradients and step configurations. Phase 2 focuses on demolishing and replacing two non-conforming ADA ramps with modern engineering standard compliant ramps. The contractor will be responsible for site restoration, including complete waste and debris removal, and must adhere to the highest industry standards. The solicitation requires strict compliance with Oregon Revised Statutes, specifically ORS 279C.800 through 279C.870 regarding Prevailing Wage Rates. The contract opportunity was posted on July 1, 2025, with proposals due by July 29, 2025, indicating a relatively short procurement timeline of approximately four weeks.

The procurement appears to be open to all qualified contractors without specific set-aside designations or enterprise restrictions. Bidders must demonstrate expertise in public works construction, specifically in concrete work, ADA compliance, and site restoration. While no specific budget range is provided, the project involves significant site modifications including concrete work, ramp construction, and careful preservation of existing site elements like bike racks and potential historic brick. Contractors will need to factor in costs for materials, labor, waste removal, and compliance with prevailing wage requirements. The project's emphasis on precise replication of existing architectural features and ADA compliance suggests a need for contractors with specialized technical skills and attention to detailed engineering specifications. The scope implies a moderate-complexity project that would likely be suitable for mid-sized regional construction firms with experience in municipal and public infrastructure improvements.

SCOPE OF WORK/STATEMENT OF WORK/SPECIFICATIONS The successful bidder will complete the following steps in two phases: Phase 1 the removal of all the failing brick from the work site and replacement with concrete. • The bike racks will be saved so as to be reinstalled later. • Poured cement will be used to re-build the entrance way to the building following the same contours and slopes that exist today. • This is a mixture of flat work seven steps and a ramp. • The current angles and steps have been measured, and they conform to ADA standards so the new layer should follow the same gradients and positions of the current brick work. • Hand rails will be re-used if possible. • Brick that does not break during removal shall be kept for nostalgia reasons. • The brick will be placed in a set location indicated by the owner. • The bike racks will be re-installed with new bolts in the concrete. When phase 1 is complete the successful bidder will move on to phase 2. Phase 2 the construction of two ADA ramps. • The current non-conforming ADA ramps will be demolished and replaced by two new modern ADA ramps conforming to our engineering standards. • Any damage to the curb caused by this work will be rectified. • The location of these is immediately adjacent to the landing of the steps and is shown in Appendix A. The contractor will be responsible for returning the site to a pristine condition after the job is complete. This includes the removal of all broken bricks and detritus left over from the job. Allow for the costs of waste removal in your bid. The agency expects the Contractor to meet the highest standards prevalent in the industry while conducting this repair. The work to be performed under this solicitation is considered a Public Work. Public Works is defined in ORS 279C.800 and OAR 125-246-0110 (128). The Contractor and all subcontractors shall comply with the provisions of ORS 279C.800 through 279C.870, relative to Prevailing Wage Rates.
