About this opportunity

The City of Southlake, located in Tarrant County, Texas, is seeking proposals for the Florence Tank Rehabilitation project, which involves the restoration of a 1.5 million gallon composite storage tank. The project's scope includes comprehensive tank containment, application of new interior and exterior coatings, and minor repairs, with specific considerations for maintaining existing communication antennas throughout the construction process. Proposals will be received until 4:00 PM on Friday, September 5th, 2025, at the City Secretary's office, with an optional pre-proposal conference scheduled for 10:00 AM on Tuesday, August 26th, 2025, at Southlake Town Hall. Electronic contract documents will be available for download starting August 8th, 2025, and all project-related questions must be submitted by 5:00 PM on August 29th, 2025. The contractor selection will be based on offering the best value to the City, with an evaluation likely focusing on technical capabilities, project approach, and overall performance potential. Proposers are required to submit a cashier's check, certified check, or bidder's bond for 5% of their proposal amount as a contract guarantee.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors will be required to execute performance, payment, and maintenance bonds at 100% of the contract price and must comply with prevailing wage rates for the area. While no incumbent vendors are mentioned, the project involves working with existing infrastructure, specifically communication antennas that must remain operational during rehabilitation. The City reserves the right to reject any or all proposals and to interpret submissions advantageously in cases of ambiguity. Proposals cannot be withdrawn within 90 days of the opening date, and the project will be advertised on August 8th and 15th, 2025. Although a specific budget range is not provided, the complexity of the tank rehabilitation and the requirement for specialized coating and containment work suggests a substantial infrastructure investment for the City of Southlake.
