About this opportunity

The State of Oregon is participating in a NASPO ValuePoint Master Agreement for Small Package Delivery Services through a competitive solicitation issued by the State of North Carolina. The procurement focuses on small package delivery, which specifically involves shipping individual, non-palletized parcels that are retrieved from designated pick-up or drop-off locations, then sorted, prepared for transit, and delivered. Eligible purchasing entities include state agencies, institutions of higher education, cities, counties, districts, political subdivisions, and nonprofit organizations within Oregon, as well as ORCPP members. The procurement seeks contractors capable of providing comprehensive small package delivery services, with strict exclusions for less-than-truckload and full truckload shipping. Key deadlines include a protest deadline of 3:00 pm Pacific Time on January 20, 2026, and the State of Oregon reserves the right to execute Participating Addenda with all awarded contractors or select those providing national-level service with the best value. Contractors must meet substantial insurance requirements, including $500,000 in workers' compensation, $1,000,000 in commercial general liability, $5,000,000 in automobile liability, and $1,000,000 in professional liability.

The procurement appears open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. Contractors must comply with extensive federal compliance obligations, including Equal Employment Opportunity requirements, Davis-Bacon Act prevailing wage compliance, and various environmental and regulatory certifications. The Participating Addenda will be coterminous with the underlying Master Agreements from North Carolina, and contractors will be required to submit volume sales reports and pay a two percent administrative fee to the Participating Entity. While specific award values are not explicitly stated, the broad scope of eligible purchasing entities suggests significant potential contract volume across Oregon's governmental and nonprofit sectors. Interested parties can contact Kaliska King, CPPB, OPBC Procurement Analyst at 503-798-1907 or Kaliska.king@das.oregon.gov for additional information about Oregon's participation in this cooperative purchasing program. The complete Request for Proposal is available through the North Carolina eVP portal, providing potential vendors with comprehensive details about requirements and expectations.
