About this opportunity
The Oregon Department of Administrative Services (DAS) State Procurement Services and the Oregon Department of State Police (OSP) are seeking a Design-Build (DB) contractor for three critical construction projects located in Jackson County and the Eugene/Springfield area. The projects include renovating a Central Point Office, constructing a new Eugene Forensics Laboratory and Medical Examiner Office, and building a new Springfield Area Command/Patrol Office. The procurement will utilize a design-build alternative procurement method to enable more collaborative project planning and potentially reduce costs compared to traditional design-bid-build approaches. A public hearing is scheduled for April 17, 2025, at 10:00 a.m. (PT) via teleconference, with interested parties able to request a Microsoft Teams Meeting invitation by emailing jay.jackson@das.oregon.gov by 2:00 p.m. (PT) on April 16, 2025. Written comments will be accepted until 5:00 p.m. (PT) on April 16, 2025, following Oregon Revised Statute (ORS) 279C.335. The Department of Justice will review and authorize solicitation documents and contracts, and the procurement will be conducted through a competitive selection process evaluating contractor qualifications.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. The projects are fully funded by state funding allocated through Senate Bills 5505 and 5506 from the 2021 legislative session. Total estimated project costs are $56.8 million for the Central Point project, $71.6 million for the Eugene Forensics Lab and Medical Examiner Office, and $15.2 million for the Springfield Area Command/Patrol Office, representing a comprehensive investment totaling approximately $143.6 million. The projects are planned for completion between 2022 and 2028, encompassing site selection, feasibility studies, contracts, design, construction, and move-in phases. Otak, Inc. has been contracted to provide additional project management oversight. The design-build methodology is expected to provide benefits such as earlier contractor input, value engineering opportunities, reduced change orders, and better management of complex technical and operational requirements for specialized law enforcement facilities. The procurement aims to demonstrate that the design-build approach is unlikely to encourage favoritism or discourage competition and is likely to result in substantial savings and other benefits.
