About this opportunity
The Oregon Department of Veterans' Affairs (ODVA), through the Oregon Department of Administrative Services State Procurement Services, is seeking written comments on a Findings of Fact and Order that proposes an exemption from competitive bidding for the Roseburg Veterans Home new construction project, with comments due by July 15, 2026.
ODVA intends to procure Construction Manager/General Contractor (CM/GC) services via RFP rather than traditional sealed bidding. The exemption allows selection based on qualifications, experience, approach, and team composition. An adversely affected proposer retains the right to protest the award decision. The formal RFP will be publicly advertised.
The project scope includes design and construction of a new 125,000–150,000 square foot veterans home facility on approximately 14 acres (land to be transferred by the U.S. Department of Veterans Affairs) with 154 single-occupancy skilled nursing beds in a small-house model campus. The initial contract will authorize preconstruction services only, with a Guaranteed Maximum Price (GMP) amendment to follow upon execution for construction services. The project is currently in Design Development phase.
The overall project budget ranges from $99 million to $135 million, with the construction budget comprising approximately 70 percent of that range ($69 million to $99 million). Construction is anticipated to be completed by 2029, pending receipt of federal grant funding. Between three and six firms are anticipated to submit proposals based on project size, complexity, and geographic location.
ODVA justifies the exemption on findings that CM/GC delivery will not encourage favoritism or diminish competition, will result in substantial cost savings through early contractor involvement in value engineering and constructability reviews, and will improve project scheduling and safety planning. The project involves complex site conditions including wetlands and federal requirements under the Build America, Buy America Act. ODVA retained CBTWO Architects and OTAK as the Owner's Representative; both firms worked on the Lebanon Veterans Home (2014, $32.4 million GMP), a prior ODVA CM/GC project. Submit comments to Megan Saunders via email.
