About this opportunity
The City of Beverly Hills Department of Public Works is establishing a qualified signage contractors list through RFQual 27-350-15, with qualifications due October 30, 2026 by 2:00 p.m. via PlanetBids. Contractors must hold a valid California Contractors State License Board Class C-45 license — the core eligibility filter. Up to five highest-ranking contractors will be prequalified for a one-year term with an option for up to three additional one-year extensions.
Prequalified contractors must demonstrate a minimum of three similar signage installation and replacement projects completed within the last ten years. Essential qualifications include liability insurance with a minimum of $2 million per occurrence, current workers' compensation insurance, a reviewed or audited financial statement, and a notarized surety bond statement confirming available bonding capacity of at least $200,000. A 10% bidder's security or bid bond is required. Contractors must maintain current Department of Industrial Relations registration and comply with prevailing wage and apprenticeship laws.
Disqualifying factors include contractor license revocation within the past five years, default termination by a surety firm, ineligibility under California Labor Code sections 1777.1 or 1777.7, or conviction of crimes involving government contracts. Selected contractors must provide 100% performance and payment bonds on awarded projects.
Questions regarding the questionnaire are due October 22, 2026 by 2:00 p.m. via PlanetBids. The City will notify contractors of qualification status no later than ten business days after submission. Unsuccessful contractors may appeal their prequalification rating within two business days of notification; appeals hearings are conducted by a three-member Public Works Department senior management panel. The City reserves the right to reject any or all submissions and to waive any informality or irregularity.
