About this opportunity

The City of Eugene is pursuing a special procurement for fundraising support services for its Parks and Open Space and Recreation Divisions through the Eugene Parks Foundation, as authorized under City Administrative Order 44-14-08F and Oregon Revised Statutes. This procurement opportunity specifically seeks a contractor capable of providing comprehensive fundraising support services to enhance the city's parks and recreational programs. The solicitation is being conducted through a special procurement process that allows for direct contracting with the Eugene Parks Foundation, but also provides an opportunity for alternative qualified suppliers to express interest. Potential vendors must demonstrate relevant experience in fundraising support for municipal parks and recreation programs. The procurement notice was posted on January 12, 2022, with a response deadline of January 19, 2022, at 5:00 PM, requiring interested suppliers to submit their qualifications directly to the City of Eugene Purchasing Office via email. Potential respondents must be prepared to detail their specific capabilities in fundraising strategy, donor engagement, grant writing, and resource development for public parks and recreation initiatives.

While the procurement appears to be primarily targeted at the Eugene Parks Foundation, the City of Eugene is open to alternative suppliers who can demonstrate comparable fundraising support capabilities. There are no explicit set-aside designations or restrictions for disadvantaged enterprises mentioned in the procurement notice. The solicitation does not specify a precise award value or budget range for the fundraising support services. The procurement is jurisdiction-specific to Lane County, Oregon, and will be evaluated based on the respondent's experience and ability to effectively support the Parks and Open Space and Recreation Divisions' fundraising objectives. Interested suppliers should be prepared to provide comprehensive documentation of their fundraising expertise, previous municipal or parks-related fundraising achievements, and a clear strategy for generating additional resources for the city's parks programs. The procurement process suggests a preference for a partner with established relationships and proven track record in nonprofit fundraising for public recreational spaces.
