About this opportunity

Austin Community College District is requesting qualifications from Texas-licensed engineering firms for an Indefinite Delivery, Indefinite Quantity contract providing geotechnical investigations and construction materials testing services, with responses due August 7, 2026 and a solicitation conference scheduled for July 28, 2026 at 10:30 a.m. CST via Zoom. ACC maintains an internal goal of 30% or greater Small Local Business Enterprise (SLBE) participation.

The scope encompasses geotechnical investigations, soil borings, laboratory soil testing, foundation design recommendations, concrete and masonry inspection, asphalt and pavement testing, utility trench verification, and special inspections for structural compliance throughout design and construction phases of ACC projects across its 11 campuses, 2 centers, and service area in the greater Austin metropolitan area and six surrounding Central Texas counties. Respondents must hold current Texas Board of Professional Engineers and Land Surveyors licensure.

This is a two-step selection process. Step 1 evaluates qualification statements by August 7, 2026, followed by Board of Trustees approval on September 14, 2026. Step 2 notifies qualified respondents by September 17, 2026 for contract negotiations, with anticipated award by October 19, 2026 and contract start October 26, 2026. Step 1 criteria are weighted: past performance and experience with community colleges and governmental entities (35%), qualifications and experience of proposed staff and team (25%), quality of proposal meeting ACC's needs (25%), and business organization, references, litigation history, and responsiveness (15%). No minimum or maximum project values are guaranteed.

Respondents must demonstrate financial resources, past performance within the last five years, and current PELS licensure. Required insurance includes general liability ($2 million aggregate / $1 million per occurrence), professional liability ($1 million), workers' compensation, and errors and omissions ($1 million per occurrence / $3 million aggregate). All travel expenses, mileage, lodging, and printing must be included in rates with no reimbursement. Questions are due July 29, 2026 at 12:00 p.m. CST. Contact Anthony Barron, Buyer, at (512) 223-1039 or anthony.barron@austincc.edu.
