About this opportunity
Northern Wasco County People's Utility District is seeking authorization for a class exemption from competitive bidding requirements for public improvement contracts, with written comments due October 5, 2026. The exemption would permit the District to use Requests for Proposals and other Oregon law-authorized alternative contracting methods for construction, reconstruction, rehabilitation, replacement, expansion, or major renovation of electric generation, transmission, and distribution systems; substations; communications systems; fiber optic infrastructure; and related utility facilities.
The District's Board of Directors will consider the proposed exemption at its regular meeting on October 6, 2026 at 4:00 p.m. PDT at 2345 River Road, The Dalles, Oregon. A public hearing will be held on September 1, 2026 if a timely written request for a hearing is submitted by 5:00 p.m. PDT on October 5, 2026.
The exemption is proposed under ORS 279C.335, the statutory framework for class exemptions in Oregon. The District indicates the exemption would be utilized when the District determines it to be in its best interest and consistent with applicable law. Draft findings supporting the proposed exemption are available for public inspection through the District's Purchasing Department at (541) 298-3323 or purchasing@nwascopud.org during normal business hours.
This is a notice of proposed authorization rather than a specific goods or services solicitation and carries no contract value, incumbent reference, or pricing terms.
