About this opportunity
The City of Talent, Oregon, intends to solicit proposals for a Design-Build contract for its Police Department Building Seismic Rehabilitation Project, exempt from competitive bidding under ORS Chapter 279C. Written comment requests are due November 18, 2026, at 5:00 p.m. to Dana Mason at dmason@cityoftalent.org, and a public hearing on the exemption is scheduled for November 18 at 6:45 p.m. at 104 E Main Street, Talent. The notice posted November 3, 2026.
The project will upgrade the single-story, 1990 Police Department building, with a 2008 addition, to Life Safety and Immediate Occupancy performance levels under ASCE 41-17. The building is Risk Category IV and must remain functional as an emergency service facility after a seismic event. Construction runs in two phases so the department stays partially occupied, with each phase covering one half of the building. The City will establish a Guaranteed Maximum Price with third-party pricing verification.
The City received a $2.15 million Seismic Rehabilitation Grant from the Oregon Infrastructure Finance Authority, accepted in October 2026. The notice does not state a contract value or term.
Proposers will be scored on qualifications, including specialized seismic rehabilitation expertise, project approach, construction cost and quality control, and references from similar projects. The City justifies Design-Build by citing cost savings, reduced change orders through early contractor involvement, and material procurement advantages in volatile markets. The exemption will be advertised in the Daily Journal of Commerce and OregonBuys, and unsuccessful proposers may protest the award.
