About this opportunity

Collier County, Florida is issuing a Notice of Intent to Single Source to Tampa Truck Center LLC for the provision of medium and heavy-duty truck parts, supplies, repairs, services, diagnostic services, and associated freight to support county-owned fleet units. The procurement covers equipment powered by Freightliner, Western Star, Sterling, Cummins, and Detroit Diesel platforms and requires OEM and aftermarket parts availability, certified technician services, proprietary diagnostic capabilities, and factory-authorized repairs. The contract period is February 20, 2026 through September 30, 2027. Tampa Truck Center is designated as the sole vendor because it is the only authorized Freightliner and Western Star dealership in the region with certified capability to provide OEM parts, warranty repairs, proprietary diagnostics (including restricted-access platforms such as Cummins INSITE and Detroit Diesel Diagnostic Link), and factory-authorized service necessary to maintain manufacturer warranty compliance and emissions regulations. The county determined that no other local vendor can legally or technically provide the required combination of manufacturer certifications, proprietary diagnostic software access, certified technicians, and direct manufacturer support. Parties wishing to contest the single source designation must submit responses through the Collier County Procurement Services Division Online Bidding System by February 25, 2026 at 3:00 a.m., and all responses must include the completed Intent to Single Source Response Form with detailed documentation demonstrating the availability of qualified alternative sources.

This procurement contains no explicit set-aside designations for disadvantaged enterprises or restrictions on respondent organization types, though the technical and manufacturer certification requirements inherently limit eligible vendors to authorized dealers with restricted-access proprietary systems and factory certifications. Tampa Truck Center LLC is identified as the incumbent vendor and the sole designated source for this contract. The procurement notice does not specify a pricing value or budget range for the contract period. Radoslava Edreva, Assistant Director of Procurement Services for Collier County, serves as the primary contact for inquiries regarding this single source designation and can be reached at radoslava.edreva@collier.gov or (239) 252-8374. The Collier County Procurement Services Division retains sole determining authority over approval of any contested designations submitted by the February 25, 2026 deadline.

Description of Intended Products or Services Provided:

Purchase of OEM and aftermarket medium and heavy duty truck parts, supplies, repairs, services, diagnostic services, and associated freight needed to support County-owned fleet units for the following:
> Freightliner
> Western Star
> Sterling
> Cummins
> Detroit Diesel.

Tampa Truck Center is the only authorized Freightliner and Western Star dealership in the region with certified capability to provide OEM parts, warranty repairs, proprietary diagnostics, and factory-authorized service for County-owned Freightliner, Western Star, Sterling, Cummins, and Detroit Diesel powered equipment. Many of the County's medium- and heavy-duty trucks use Cummins and Detroit Diesel engines, emissions systems, and driveline components that require manufacturer-certified technicians, proprietary diagnostic software, and factory-authorized repair procedures. These systems cannot be accurately diagnosed or repaired by non-dealer repair shops because Cummins INSITE, Detroit Diesel Diagnostic Link (DDDL), and Freightliner service tools are restricted-access platforms available only to authorized distributors and dealerships. Furthermore, OEM warranty policies for Freightliner, Cummins, and Detroit Diesel require that warranty-covered and emissions-related work be performed exclusively through an authorized dealer to maintain compliance and avoid voiding warranty protections. Tampa Truck Center is the only vendor in our service area that holds the required OEM authorizations, certified technicians, technical training, proprietary diagnostic systems, and direct manufacturer support needed to correctly service Freightliner chassis, Western Star chassis, Sterling platforms, and Cummins and Detroit Diesel engines. Because no other local vendor can legally or technically provide this combination of OEM parts, warranty service, factory-approved diagnostics, and certified repairs, Tampa Truck Center is the sole available source capable of meeting the County's operational, technical, and compliance requirements.
