About this opportunity

The Michigan Department of Technology, Management and Budget is issuing a Notice of Intent to Award for RFP 25*2756 (Enrollment Broker System and Services for the Michigan Department of Health and Human Services) to Maximus US Services, Inc., with award pending State Administrative Board approval and an objection period closing September 25, 2026.

The scope covers comprehensive enrollment broker services including call center operations, systems support, and beneficiary enrollment management. The contract term is five years with up to five one-year renewal options. Maximus was selected from four proposals (Automated Health Systems, Deloitte, Infocrossing, and Maximus) submitted by the January 9, 2026 deadline. Two bidders met the minimum technical threshold: Maximus scored 98.266 points and Infocrossing scored 82.6425 points.

The total contract value is $182,784,632.91 over the five-year term, or $36,556,926.58 per year. This represents cost savings of $4,676,341.45 compared to Infocrossing, the alternative qualified bidder at $346,742,535.00 total.

The evaluation committee of 21 voting and advisory members from DTMB and MDHHS assessed proposals against five technical criteria weighted as follows: General Call Center Requirements (25%), Systems and Support (25%), Experience and Company Background Information (25%), Staffing (15%), and Additional Requirements (10%). Maximus demonstrated superior value through experienced key personnel, comparable work experience from other states, proven performance history with Michigan, proposed system enhancements, and consistent annual pricing.
