About this opportunity
The Alaska Retirement Management Board is announcing its intention to award a sole-source contract to KPMG for a SWIFT Assessment under 15 AAC 112.160, with a 10-day protest period beginning June 11, 2026 and written objections due to Alysia Jones at alysia.jones@alaska.gov.
This is a sole-source procurement justified by specialized expertise requirements, the departure of internal assessors, KPMG's existing knowledge of ARMB operations from prior audit engagements, and the firm's demonstrated capacity to meet the critical December 31, 2026 deadline. The assessment must establish compliance with the SWIFT Customer Security Controls Framework, a mandatory annual requirement for all SWIFT users necessary to maintain operational access to SWIFT's secure messaging infrastructure and avoid potential transaction freezes.
The contract covers an initial full-scope assessment for calendar year 2026, with up to two optional one-year extensions at the discretion of ARMB staff. KPMG has quoted $45,000 to $55,000 for the initial assessment, with lower fees for subsequent years if a delta assessment (limited-scope review) qualifies under SWIFT criteria. The total contract amount shall not exceed $150,000. The Alaska Retirement Management Board unanimously approved this procurement action on June 10, 2026.
