About this opportunity

The State of Oregon's Department of Administrative Services is notifying eligible state agencies, institutions of higher education, cities, counties, districts, and nonprofit organizations of its intent to establish one or more Participating Addenda under a NASPO ValuePoint cooperative-purchasing Master Agreement for electronic monitoring products and services, with the protest deadline at 5:00 p.m. Pacific Time on September 25, 2026. The underlying Master Agreements were awarded by the State of Nevada to eight vendors: Alcohol Monitoring System, Inc. dba Scram Systems; Allied Universal Electronic Monitoring US Inc.; BI, Inc.; Buddi US, LLC; Satellite Tracking of People, LLC; Sentinel Offender Services, LLC; SuperCom, Inc.; and Track Group, Inc.

Oregon reserves discretion to establish Participating Addenda with all eight awardees or to limit participation to the four highest-ranked proposers in each national-level category and the four highest-ranked proposers in each Oregon-only category. The Master Agreements carry an initial two-year term with options to renew for up to six additional years; Oregon's Participating Addenda will be coterminous.

All products and services available under Nevada's Master Agreement may be offered through the Oregon Participating Addenda, including those provided via authorized subcontractors, dealers, distributors, and resellers. Scope, pricing, and terms flow from the Master Agreement unless modified by Oregon's addendum, with Oregon terms taking precedence in case of conflict. Contractors must pay an administrative fee of 2% of volume sales and submit quarterly volume sales reports. Orders funded with federal funds must comply with Davis-Bacon prevailing wage, Copeland Anti-Kickback, Contract Work Hours and Safety Standards, and civil rights provisions. Contractors must maintain comprehensive insurance (workers' compensation with $500,000 employers' liability, $1 million commercial general liability, $1 million automobile liability, and $1 million professional liability, with Oregon named as additional insured), comply with Oregon's statewide information security standards, maintain Purchasing Entity Data exclusively within the United States, undergo annual third-party security audits, and notify purchasing entities of security incidents within 24 hours.

Documentation and sample Participating Addenda are available on OregonBuys. Inquiries regarding Nevada's Master Agreements should be directed to Chuy Ampudia at the State of Nevada; Oregon-specific inquiries to Jennifer Jolley at Oregon DAS.
