About this opportunity
The Texas Military Department (TMD) is issuing an Invitation for Bid (IFB) solicitation TMD26-CHE-0041563 for the procurement and installation of commercial laundry equipment at the Texas ChalleNGe Academy in Eagle Lake, Texas. The solicitation seeks three new 120-pound natural gas dryers (B&C Technologies Model BC-DE-120-PP or equivalent) with 208-230V three-phase natural gas capability and a minimum basket capacity of 120 pounds dry weight, along with commercial laundry equipment maintenance and repair labor. Bidders must attend one of two mandatory site visits on May 5 or 6, 2026, at 10:00 A.M. CST, with automatic disqualification for non-attendance. Written questions must be submitted by May 11, 2026, at 2:00 P.M. CST, with answers posted by May 14, 2026. Bid responses are due by May 21, 2026, at 2:00 P.M. CST via email to Procurement@military.texas.gov. Successful contractors must provide a three-year warranty on all parts and labor, complete installation within 48-hour service call response times (24 hours for emergencies), connect equipment to TMD-provided utilities, provide operator training, and remove and properly dispose of existing equipment in compliance with federal, state, and local regulations. All electrical items must meet OSHA standards and bear appropriate UL, FMRC, or NEMA certification, and bidders must provide verification of experience with a minimum of three similar projects completed within the past five years, including project contact information, dates, descriptions, and costs.
The solicitation imposes a firm fixed-price requirement with pricing submitted on the Mandatory Pricing Schedule and no minimum purchase requirements. Contractors must provide proof of ability to obtain commercial general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation at statutory limits, automobile liability ($500,000 combined single limit), and umbrella/excess liability ($1,000,000 per occurrence) within five business days of award. No refurbished equipment will be accepted, and only new equipment meeting all specifications is permissible. The initial contract term is one year from the effective date of award with no optional renewal periods specified, though TMD Standard Terms and Conditions indicate potential extension authority for up to three additional one-year periods at TMD's sole discretion. The solicitation documents do not identify set-aside designations, incumbent vendors, or specific budget allocations; however, TMD reserves the right to award based on lowest line item bid, lowest total cost, or any combination serving the department's best interest. All invoicing must reference the contract number with an itemized breakdown and be submitted to Payables@military.texas.gov with a copy to the Project Manager, and vendors must complete the Texas Identification Number application (Form AP-152) and direct deposit authorization prior to payment processing.
