About this opportunity
The Texas Department of Transportation (TxDOT) Aviation Division is requesting qualifications for professional planning services to prepare an Airport Layout Plan for Calhoun County Airport, with responses due July 8, 2026 at 2:00 PM Central Standard Time.
The scope encompasses three phases: establishing goals and strategic planning with market analysis and public outreach; updating aviation demand forecasts and conducting facility assessments; and developing alternatives for facility and land use evaluation. Deliverables include a development plan, capital improvement program, updated ALP consistent with the latest FAA Master Plan Advisory Circular and Standard Operating Procedures 2.0, 3.0, and 8.0, and hazard height zoning documentation.
Respondents must certify that the company is not listed under Section 889 of the 2019 National Defense Authorization Act, Section 1260H of the 2021 National Defense Authorization Act, or owned or controlled by foreign adversaries. The DBE goal is 0 percent. A prime provider may submit only one response; multiple submissions will result in disqualification.
Qualifications statements are limited to nine single-sided 8.5×11-inch pages. The selection committee will evaluate all submissions on four equally weighted criteria (25 points each): professional qualifications and capability to perform required services; recent experience within the last ten years in comparable airport planning projects; ability to meet schedules and reputation for quality performance; and proposed technical approach and schedule. After the selection committee notifies all firms of the final selection, the top-rated firm will be contacted to begin fee proposal negotiations.
Responses must be submitted through the TxDOT Aviation eGrants system. TxDOT Project Manager Sean Newton and Contract Specialist Linda Gomez are available for technical and procedural questions, respectively. The contract is subject to 49 U.S.C. Section 47107(a)(17) and will be administered in accordance with Texas Government Code Chapter 2254, Subchapter A.
