About this opportunity

This Request for Qualifications (RFQ) was issued by the Texas Department of Transportation (TxDOT) Aviation Division on behalf of the City of Muleshoe to procure professional services for airport planning. The solicitation seeks a qualified firm to prepare an Airport Layout Plan (ALP) Update with Narrative and conduct an 18B Obstruction Survey consistent with the latest FAA Master Plan Advisory Circular standards. The project encompasses multiple phases including kick-off and strategic planning, airport role and planning standards assessment, facility and land use alternatives evaluation, and development of a comprehensive plan with capital improvement program. Qualifications statements must not exceed nine single-sided 8.5x11-inch pages and should include firm information, key personnel details with time commitments, project understanding and technical approach, relevant project experience within the last ten years with specific references and airport contacts, and a proposed project schedule indicating the number of weeks necessary for completion. Evaluation criteria are weighted equally across four areas: capability and professional qualifications of key personnel (25 points), recent comparable airport planning experience within ten years (25 points), ability to meet schedules and reputation for quality performance (25 points), and proposed technical approach and schedule (25 points). Responses must be submitted through the TxDOT Aviation eGrants system no later than March 25, 2026 at 2:00 PM Central Standard Time.

The procurement is subject to 49 U.S.C. 47107(a)(17) and will be administered in accordance with Chapter 2254, Subchapter A, of the Texas Government Code. There are no disadvantaged business enterprise (DBE) set-asides for this procurement, with the DBE goal established at 0 percent. Responding firms must certify compliance with various national defense and foreign adversary provisions as outlined in the solicitation. The selection committee, composed of local government representatives, will review and rank all submissions, with the top-rated firm contacted for fee negotiations and potential interviews if deemed necessary by the committee. No incumbent vendor, budget range, or award value was specified in the solicitation materials.
