About this opportunity

Moore County, through its agent the Texas Department of Transportation (TxDOT) Aviation Division, is issuing a Request for Qualifications (RFQ) to procure professional airport planning services for the development of an Airport Layout Plan (ALP) update. The primary deliverables include comprehensive narrative documentation and an 18B Obstruction Survey in compliance with the latest FAA Master Plan Advisory Circular, incorporating Standard Operating Procedures 2.0, 3.0, and 8.0. The scope of work encompasses kick-off meetings, aviation demand forecasts, facility and land use alternatives evaluation, development planning, and capital improvement planning. Qualified firms must demonstrate capability in professional airport planning, provide evidence of comparable airport planning experience completed within the last ten years (no more than ten projects may be listed), and present a proposed project schedule measured in weeks. Responses are due by March 31, 2026, at 2:00 PM Central Standard Time through the TxDOT Aviation eGrants system, with firms required to register as eGrants users no later than one business day prior to the deadline. Evaluation criteria are weighted equally at 25 points each and assess capability and professional qualifications, recent comparable airport planning experience, ability to meet schedules with proven competence and quality, and proposed technical approach and schedule. Response submissions must not exceed nine single-sided pages and include the RFQ number, firm identification, key personnel contact information, project team composition with time commitments, project understanding, technical approach, similar project experience, and proposed project schedule.

There are no disadvantaged business enterprise (DBE) set-asides for this procurement, as the DBE goal is set at zero percent. Respondents must certify that their firm is not listed in Section 889 of the 2019 National Defense Authorization Act or Section 1260H of the 2021 National Defense Authorization Act and is not owned or controlled by foreign adversary governments. No incumbent vendors or current contractors are identified in the solicitation materials. No specific award value or budget range is disclosed in the RFQ. The selection committee, composed of local government representatives, will evaluate all responses and notify all firms of results, with the top-rated firm contacted to initiate fee negotiations. The selection committee reserves the right to conduct interviews with top-rated firms if deemed necessary. Technical questions should be directed to project manager Yessica Nunez, procedural questions to contract specialist Debra Woodruff, and eGrants-related inquiries to the TxDOT Aviation help desk at 1-800-687-4568 or avn-egrantshelp@txdot.gov.
