About this opportunity

The Texas Department of Transportation (TxDOT) Aviation Division, acting as agent for the City of Cameron, is soliciting qualified firms through a Request for Qualifications (RFQ) to prepare a comprehensive Airport Layout Plan (ALP) with narrative for Cameron Municipal Airpark. The scope of work requires development of an ALP inclusive of an 18B Obstruction Survey in accordance with the latest FAA Master Plan Advisory Circular standards and procedures 2.0, 3.0, and 8.0, encompassing multiple planning phases including kick-off and strategic planning, airport role and planning standards, facility and land use alternatives, and development plan and capital improvement plan updates. Qualified respondents must submit a qualifications statement not exceeding nine single-sided 8.5x11-inch pages through the TxDOT Aviation eGrants system by March 12, 2026, at 2:00 PM Central Standard Time, with the submission including firm credentials, contact information, project team member details and time commitments, project understanding and technical approach, relevant project experience from the past ten years (limited to ten projects maximum), and a proposed project schedule measured in weeks. A selection committee comprised of local government representatives will evaluate all responses based on four equally weighted criteria: capability to perform required services and professional qualifications of key personnel (25 points), recent experience developing comparable airport plans (25 points), ability to meet schedules and reputation for competence and timeliness (25 points), and proposed technical approach and schedule (25 points). The selected firm will be notified and contacted to initiate fee proposal negotiations, with the selection committee reserving the right to conduct interviews with top-rated firms if necessary, followed by provision of a draft professional services agreement to establish final contract terms.

This procurement is subject to 49 U.S.C. 47107(a)(17) and administered under Texas Government Code Chapter 2254, Subchapter A, with no set-aside designations or restrictions based on disadvantaged business enterprise classifications, as the DBE goal is set at zero percent. All respondents must certify compliance with Sections 889 and 1260H of the National Defense Authorization Acts and confirm no ownership or control by foreign adversary countries. No incumbent vendors or current contractors are listed in the solicitation documents. The contract award value or budget range has not been disclosed in the available procurement materials; this information will likely be established through fee proposal negotiations with the selected firm following the qualifications-based selection process.
