About this opportunity

The Texas Department of Transportation (TxDOT) Aviation Division, on behalf of Stephens County, is issuing a Request for Qualifications (RFQ) for professional services to prepare an Airport Layout Plan (ALP) with narrative and an 18B Obstruction Survey consistent with the latest FAA Master Plan Advisory Circular. The scope of work includes multiple planning phases: kick-off and strategic planning, airport role and planning standards assessment, facility and land use alternatives evaluation, and development of a comprehensive plan with capital improvement program (CIP). Qualified firms must submit responses to the TxDOT Aviation eGrants system by April 2, 2026 at 2:00 PM CST, with qualifications statements limited to nine single-sided 8.5x11-inch pages that include firm credentials, key personnel information, project understanding and technical approach, relevant project experience from the past ten years (up to ten projects cited), and a proposed project schedule indicating the number of weeks necessary to complete each phase. The selection committee, composed of local government representatives, will evaluate responses based on four equally weighted criteria: capability to perform required services and professional qualifications of key personnel (25 points), recent experience in airport planning comparable to the proposed project within the last ten years (25 points), ability to meet schedules and reputation for competence and timeliness (25 points), and proposed technical approach and schedule (25 points). The top-rated firm will be contacted for fee negotiations. Respondent firms must be registered users in the eGrants system no later than one business day before the solicitation due date.

All respondents must provide written certification on the first page confirming that the company is not listed in Section 889 or 1260H of the National Defense Authorization Acts or owned by or controlled by governments on the U.S. Department of Commerce's foreign adversaries list. A prime provider may submit only one response, and multiple submissions will result in non-responsive designation. The procurement is subject to 49 U.S.C. 47107(a)(17) and will be administered under Chapter 2254, Subchapter A, of the Texas Government Code. The Disadvantaged Business Enterprises (DBE) goal is set at 0% under 49 CFR Part 26, indicating no special set-aside for disadvantaged enterprises on this solicitation. No incumbent vendors, current contractors, or award values are listed in the solicitation documents. For procedural inquiries regarding this opportunity, interested parties should contact Linda Gomez, Contract Specialist, with TxDOT Project Manager Catriona Gomes overseeing the engagement.
