The evaluation will be conducted by a selection committee composed of local government representatives based on four equally weighted criteria: capability and professional qualifications of key personnel (25 points), recent comparable experience within the last ten years (25 points), ability to meet schedules and deadlines with demonstrated competence and timeliness (25 points), and proposed technical approach and schedule (25 points).
