About this opportunity
This is a Request for Qualifications (RFQ) issued by the Texas Department of Transportation (TxDOT) Aviation Division on behalf of the City of Olney for professional services at Olney Municipal Airport (Solicitation No. RFQ-25ALOLNEY-00075). The procurement seeks a qualified firm to prepare a comprehensive Airport Layout Plan (ALP) with narrative documentation and may include an 18B Obstruction Survey consistent with FAA Master Plan Advisory Circular standards. The project encompasses three distinct phases: Phase I addresses airport role and planning standards including aviation demand forecasts and critical design aircraft determination; Phase II evaluates facility and land use alternatives, airside and landside requirements, and Runway Safety Area (RSA) evaluations; and Phase III develops the final development plan, capital improvement plan, ALP, and height/hazard zone documentation. Qualified firms must have professional expertise in airport planning and FAA compliance, with key personnel identified and their time commitments specified. Responses will be evaluated on four equally weighted criteria worth 25 points each: capability to perform required services and professional qualifications of key personnel; recent experience within the last ten years developing comparable airport plans; ability to meet schedules and deadlines with demonstrated competence and quality performance; and proposed technical approach and schedule. The qualifications statement must not exceed nine single-sided 8.5x11-inch pages and include firm contact information, project team composition, project understanding and technical approach, and references for no more than ten relevant projects completed within the last ten years with specific performance metrics. Submissions must be made through the TxDOT Aviation eGrants system no later than February 19, 2026, at 2:00 PM Central Standard Time, with firms required to register as eGrants users no later than one business day before the submission deadline.
There are no set-aside designations or disadvantaged business enterprise (DBE) participation goals for this procurement, as the DBE participation goal is set at zero percent. However, the project remains subject to Title VI of the Civil Rights Act of 1964 and 49 CFR Part 26 regarding disadvantaged business enterprise participation requirements. No incumbent vendors or current contractors are listed in the available documentation. The procurement does not specify an award value or budget range, though a draft contract will be provided to the selected firm to commence fee proposal negotiations following the qualifications evaluation. Firms are encouraged to direct any procedural questions to Contract Specialist Kelle Chancey or the TxDOT Aviation Division help desk at 1-800-687-4568. The TxDOT Project Manager for this opportunity is Dakota Shaw, and interested firms should begin the eGrants registration process immediately to ensure timely submission of their qualifications statements.
